Yes, you can still use it on your mule accounts. The only rules about mules (heh, that rhymed) are that you can't have more than two, and certain items can't be obtained with them.
Those items are always limited-time items, and if that rule is in place for them, it will be made clear. So don't really worry about it until you see a post about it.
(For example, the Black Cat item was released during our first Halloween event. All you had to do was post in a thread to get it, but mule accounts couldn't post. Things like that.)

@ Chu: Alright, so nothing should be wrong with the battling system.
Apparently when I clicked to go ahead and create a character, the first page worked fine. But when I 'Clicked' the continue button it only sent me a link to the previous page. o.o It didn't show me anything like my character classes and such. o.o
