Cannot change zones?

I have the plane ticket from the quest, but when I try to go to the new place, it says
You do not have the required item to enter this zone. You must have : Test

The zone is still closed. You now how he said it would take a day?

Charles' message (the NPC in the mountain village) says that it takes one day to get to Huo Xin, so I'm guessing the zone will open tomorrow.

It basically shows that message when a zone is not accessible yet, like when Cat is playing with it. Basically, the Test privilege is something only the Admins (and I'm guessing the people they would choose to test things) have, thus only they can enter the zone.
