I have a few items in my inventory(potions and blasts and such) that I am unable to use in battle...why is this?

I am already at a level 4, but am unsure exactly when I CAN use these.

I can't find Poison Blast or Flying Daggers when battling. (I made Level 4 ^-^ but still not seeing them)

For the flying daggers your intelligence & wisdom have to be 20, and for the poison blast your intelligence & wisdom have to be 15.

Those 2 things, but also the healing potion. Could really use that when battling a dragon. I get down far enough that I either have to flee or die and can't get my healing potion to load.

Does your drop-down list with the Healing Potions in it not drop down?
(I just noticed that sometimes when I'm loading something in another tab my drop-down boxes act funny)

That must really stink to have happen in battle! Neutral

No, it'll pull down, but views "no poition". Even if I go into my inventory and select to "use" it prior to battle it won't list it.

Also, how does one increase their intelligence and wisdom?

There are two ways that I know of to increase your Characteristics (like Intelligence & Wisdom) - 1, by spending cash at the Shops/Town Place/Training Grounds/Train a Characteristic; 2, by leveling up. When you level up you have a choice to raise a characteristic by one. ^-^

If you go to your inventory, what does the duration of the potions say (it should show a little picture of your potion with a x/2 fraction in the bottom corner)? If it only has 1/2, you won't be able to use it. Potions work like weapons, and when they get down to one duration, the system automatically removes them from your battle list so that they don't disappear. It's useful for weapons, but a bit annoying with potion...
Anyway, if they still show 2/2, I really don't understand why you can't use them, and Cat will need to look at it.

About intelligence and wisdom, the easiest - or cheapest - way to increase them is by levelling up. Though, since you already have pretty decent strength, intelligence and dexterity, I'd suggest concentrating your level up points on strength, so you'll hit harder with weapons. Your intelligence is high enough as it is, unless you want to fight using spells (more expensive since you need to buy spells every time).
And your wisdom influences you magic defence, so maybe spending some silver to train that at the training ground would be useful... Thing is, you get one extra stat point per level, so it will take you a lot of levels to get a good wisdom that way, so training would be faster. Though, it doesn't need to be really high (around 12 should be enough).
