Users Granted Special Access = What the Hell?

I was poking around in the battlegrounds and this little ditty popped up on me when I was trying to read a thread.

I am assuming it is a glitch, since it is a normal user's post, and it isn't locked.

But anyway, just wondering why it popped up. Little scary actually.
