Flying dagger?

I used to be able to use them in the past before . . . But, when I bought it today I tried to find it in the 'magic' and 'attack' action but couldn't find it. I looked at my character sheet and I'm pretty sure I fit the required restriction to be able to use it. o__o and I was wonder if I was missing something because I can't use it XD Or I just simply can't find it

From what I can tell you can use it. Do you have enough mana to use it, or is the duration at one?
