No, as long as you have enough Mana Points you can use a spell even if you are not a magician.

Do make sure you look at the required stats to use the magic spells and if you want to know if you have enough MP to use the skill just click on the spells name in the shop and it will tell you its mp cost.

      Currently all spells are available to all users, however they have to have the required stats and mana. :3

      In the future, there will be spells and weapons only for certain classes and/or races. :3
