Cant enter city? Need test?

Ok everytime i try and enter the city though the explore thing.. it says im not allowed in because i need something called a test? the hell? a little help here?

Hanamichi is inaccessible at this time(I'm assuming that's the zone you're trying to get to?) which is why it gives you that error.
