Okay, so let's just put a big rule saying "We don't want you if you can't speak English".
Why not tell the Russian girl pixeling our hair to stop because her first language wasn't English? I mean she couldn't possibly speak English as well as us.

It wouldn't be rude as many sites do this, and most who can't speak English or not very well know this, which is why most people I speak to(on English speaking sites) from other countries(where English is not the native language) know at least some English to be able to communicate with me.
If they can not speak English, then they can use a translator.(But sometimes that can end up with un-wanted result.  ) Thats what I do when I got to non-English sites.. I don't expect them to allow me to speak English.
