| The only skill you can use right now is the forging one. It levels up every time you use it to repair your weapons. A higher forging skill is supposed to help you repair items faster, with less chances of missing (though it also depends of the hammer you use).
You can also get bonuses for some skills when you create a character, which is why some people have higher level for some other skills.
I think I put a list of what bonuses each tribe/element/class gives in the newbie help center, if you want more info about this (there's a link for it on my profile).
