Deity Weaponry Set

Ok, so Ive been confused about this for awhile. The Deity Weaponry Set, the ARI from awhile back, says its got a power of 10 and is infused with Earth. But whenever I use it against anything, it does very very very little damage...Im wondering if this is an error, or if its power is based on something I dont understand??

Damage all depends on the item's element. So if your opponent is of the element fire, it will do less damage than if the element was water.

No, I get that part, but when used against water, or anything else for that matter, it seems to do a lot less damage than it should. Other weapons with a power of 10 do about 23ish damage per hit (disregarding the element effects) but the Deity Weapon Set does only 1-5 damage, which is strange since its the only weapon Ive had that changes its damage on the same monster, but Im really concerned at the fact that it does that small amount of damage
